Buyer – Procurement of Technical Materials (Yanbu)

About the role

Samref is seeking an experienced Buyer to manage the procurement of high‑value technical materials, chemicals, equipment and spare parts for its refinery operations in Yanbu. The role involves coordinating with internal users, local and international suppliers, and logistics partners to ensure timely and cost‑effective delivery.

Key responsibilities

• Receive and process stock and non‑stock material requisitions and generate purchase orders using SAP.
• Issue requests for quotations, evaluate bids, and recommend suppliers in line with Samref policies.
• Communicate with Saudi Aramco, Exxon‑Mobil and their outsourcing agents on purchase requisitions.
• Coordinate freight forwarding, logistics, and duty exemption compliance.
• Monitor supplier performance, conduct surveys, and identify new sources.
• Negotiate with suppliers to achieve cost savings and ensure quality.
• Manage the sale of scrap and surplus materials.
• Oversee repair and return of major refinery equipment, issuing related purchase orders.

Required profile

• Bachelor's degree in Business Administration, MIS, Material Management, Supply Chain or equivalent.
• 3–6 years of buying/purchasing or supply chain experience, preferably in refinery, petrochemical or industrial projects.
• Saudi nationality.

Required skills

• Proficiency with SAP procurement module.
• Experience using ARIBA e‑procurement system.
• Knowledge of international freight forwarding terms (Incoterms).
