CEO – Real Estate Development

About the role

A confidential government entity in Saudi Arabia seeks a visionary Chief Executive Officer to lead its Real Estate Development division. The CEO will shape strategy, oversee large‑scale mixed‑use projects, and ensure alignment with Saudi Vision 2030.

Key responsibilities

• Develop and execute long‑term real estate strategy and investment roadmap.
• Lead planning, financing, delivery, and operation of strategic projects.
• Identify new development opportunities, partnerships, and investment initiatives.
• Oversee feasibility studies, market assessments, financial modeling, and business case development.
• Drive performance across design, procurement, construction, leasing, sales, and asset management.
• Establish governance, risk management, and operational controls.
• Manage relationships with government entities, investors, developers, consultants, contractors, and partners.
• Negotiate major development agreements, joint ventures, concessions, and contracts.
• Ensure regulatory compliance and corporate governance.
• Monitor financial performance, capital allocation, budgets, and ROI.
• Build and mentor an executive leadership team and report to the Board.

Required profile

• Bachelor’s degree in Civil Engineering, Architecture, Construction Management, Real Estate, Urban Planning, or related field.
• Master’s degree (MBA, Real Estate, Engineering Management) preferred.
• Minimum 20 years of progressive leadership experience in real estate development, construction, or infrastructure.
• Proven track record delivering large‑scale projects valued at SAR billions.
• Previous senior executive role such as CEO, Deputy CEO, COO, or Executive Director.
• Strong understanding of real estate investment, project finance, asset management, and development economics.
