Construction Manager (Rail)

About the role

We are seeking a Construction Manager to lead on‑site execution of a rail portfolio in Dammam, Saudi Arabia. The role combines strong project management expertise with hands‑on coordination of civil works, trackwork, structures, utilities and system interfaces in a live industrial environment.

Key responsibilities

• Own end‑to‑end construction delivery, converting design and project plans into work packages, method statements, ITPs and risk controls.
• Develop and maintain detailed construction schedules, resource plans and look‑ahead programs; coordinate temporary works, access and traffic management.
• Lead multidisciplinary site teams, conduct daily coordination meetings and enforce performance standards.
• Champion a zero‑harm culture, conduct toolbox talks, audits, incident investigations and drive HSE improvement.
• Manage interfaces with plant operators, utility owners, municipal authorities and client representatives to control access, shutdowns and operational impacts.
• Oversee contract administration, progress tracking, change management, claims and extensions of time.
• Monitor cost performance, productivity and subcontractor compliance; negotiate recovery plans and contribute to reporting dashboards.
• Sequence installation and pre‑commissioning of trackwork, signalling, telecoms, traction power and OCS/third‑rail systems, ensuring readiness for dynamic testing and handover.

Required profile

• Proven experience managing large‑scale rail or transportation construction projects.
• Demonstrated ability to lead multidisciplinary site teams in a complex, industrial setting.
• Familiarity with KSA regulations, permitting processes and industrial stakeholder coordination.
• Strong track record of delivering projects on schedule, within budget and to high safety and quality standards.
