Human Resources Manager (HR Business Partner)

About the role

The Human Resources Manager will act as an HR Business Partner for a Business Unit of approximately 150 employees across multiple sites in Dammam. The role supports local management, enhances HR policies, and ensures compliance with Saudi labor regulations.

Key responsibilities

• Partner with locational management to align HR initiatives with business strategy.
• Develop, implement and evaluate employee relations, HR policies, and programs.
• Administer compensation, benefits, performance management, safety, and recreation programs.
• Oversee time & attendance, HRIS coordination, training, and monthly reporting.
• Manage relationships with government agencies, staying current on labor law changes.
• Handle vendor contracts for HR services, visas, insurance, relocation, and transportation.
• Lead recruitment, ensuring compliance with Nitaqat, visa, and onboarding processes.
• Advise managers on equal employment opportunity, sexual harassment policies, and organizational changes.
• Analyze training needs, design development programs, and monitor health & safety initiatives.
• Maintain personnel records, generate statistical reports, and recommend policy improvements.
• Investigate industrial accidents, represent the organization in hearings, and manage budgets and forecasts.

Required profile

• Saudi national with 5‑8 years of proven HR management experience.
• Experience supporting a Business Unit of ~150 employees across multiple locations.
• Strong knowledge of Saudi labor law, Nitaqat regulations, and government compliance.
• Demonstrated ability to manage employee relations, compensation, benefits, and performance systems.
