Human Resources Manager (HR Business Partner)

About the role

The Human Resources Manager will act as an HR Business Partner for a Business Unit of approximately 150 employees across multiple locations in Dammam, Saudi Arabia. Reporting to local management, the role focuses on strengthening HR policies, overseeing compensation and benefits, and ensuring full compliance with Saudi labour laws.

Key responsibilities

• Partner with local management to align HR initiatives with business strategy.
• Develop, implement and evaluate employee relations policies, compensation, benefits and performance management systems.
• Administer safety, recreation programs and social insurance schemes in line with legal requirements.
• Provide day‑to‑day HR services including time & attendance, HRIS coordination, training, and vendor management.
• Manage relationships with government agencies, stay updated on regulatory changes, and handle visa, insurance and relocation services.
• Lead recruitment processes, ensuring compliance with Nitaqat, contracts and onboarding procedures.
• Advise managers on equal employment opportunity, sexual harassment policies and other organizational matters.
• Maintain HR records, generate statistical reports and support budgeting and forecasting activities.

Required profile

• Saudi national with 5‑8 years of proven HR management experience.
• Experience supporting a business unit of around 150 staff across multiple sites.
• Strong knowledge of Saudi labour law, government regulations and Nitaqat compliance.
• Demonstrated ability to manage compensation, benefits, performance management and employee relations.
• Excellent communication skills and ability to act as a trusted link between management and employees.

Required skills

• Proficiency with HR software/HRIS for coordination and reporting.
