Infrastructure Contracts Engineer/Administrator – Middle East Projects

About the role

Hill International is building a talent pool of experienced Contracts Engineers/Administrators to support water, roads and utilities projects across the Middle East. The role focuses on end‑to‑end contract administration, ensuring compliance with contractual obligations and smooth project delivery.

Key responsibilities

• Prepare, review and manage contract documentation, variations, claims and correspondence.
• Provide accurate cost advice, reporting and analysis to support project financial control.
• Set up and run workshops aimed at achieving cost savings and strategic proposals.
• Coordinate with project teams, contractors and stakeholders to ensure effective communication and timely information flow.
• Deliver commercial management services with limited supervision, including monitoring contractor performance and handling back charges.
• Represent the company professionally in meetings, negotiations and stakeholder interactions.
• Ensure compliance with Hill International’s Quality, Environmental, Safety and Occupational Health policies.

Required profile

• Bachelor’s degree in Quantity Surveying, Engineering or Cost Engineering from an accredited university.
• 10‑15 years of contracts management experience on large‑scale projects, preferably in the Middle East.
• Chartered membership of the Royal Institution of Chartered Surveyors (MRICS) is desirable.
• Proven pre‑ and post‑contract experience within a global construction consultancy.
• Strong technical writing and communication skills, both internal and external.
