Learning & Development Manager – Airport

About the role

The Learning & Development Manager will lead the design, implementation and continuous improvement of the airport’s learning agenda. Reporting to senior leadership, you will shape capability frameworks, ensure regulatory compliance and drive a culture of continuous professional growth across operational and corporate functions.

Key responsibilities

• Develop and execute a comprehensive Learning & Development strategy, capability framework and annual training plan aligned with business objectives.
• Lead training needs analysis and workforce capability assessments to identify skills gaps and deliver targeted development programmes.
• Oversee onboarding, leadership development, mandatory training and role‑based learning initiatives.
• Ensure compliance with all regulatory, safety, security and operational training requirements and maintain audit‑ready records.
• Manage and optimise the Learning Management System (LMS), including reporting, analytics, user engagement and data integrity.
• Establish learning governance, competency frameworks, training policies, procedures and performance standards.
• Monitor learning effectiveness through KPIs, dashboards and performance metrics, providing actionable insights to senior leadership.
• Manage relationships with external training providers and vendors to ensure quality, value for money and alignment with organisational needs.
• Develop and coach internal subject‑matter experts and trainers to strengthen knowledge sharing.
• Partner with business leaders to support organisational change, workforce readiness and performance improvement initiatives.
• Lead, mentor and develop the Learning & Development team while managing budgets, forecasts and resource planning.

Required profile

• Saudi national.
• Bachelor’s degree in Human Resources, Education, Business Administration or a related field.
• Proven experience in designing and delivering learning programmes in a complex operational environment.
• Strong understanding of regulatory and safety training requirements in the aviation sector.
• Demonstrated ability to lead cross‑functional teams and manage external vendors.
