Oracle HCM Technical Consultant

About the role

The Oracle HCM Technical Consultant will design, configure, and support Oracle Fusion HCM Cloud solutions across multiple business sectors. You will act as the bridge between technical development and functional HR needs, ensuring the platform reliably supports Core HR, Recruiting, Payroll, Time & Labor, and related modules while meeting data integrity, security, and Saudi regulatory standards.

Key responsibilities

• Design, build, and maintain technical solutions in Oracle Fusion HCM Cloud, including extracts, integrations, fast formulas, and custom reports.
• Develop and manage HDL/HSDL templates and bulk data load cycles for hires, transfers, and mass updates.
• Create and support OTBI and BI Publisher reports for recruitment, core HR, payroll, and workforce analytics.
• Configure and troubleshoot integrations with third‑party systems such as payroll providers, time‑attendance, Qiwa/GOSI, and biometric solutions.
• Support Oracle Recruiting Cloud configuration, workflow rules, and approval hierarchies.
• Manage security roles, data access sets, and segregation‑of‑duties controls.
• Perform impact analysis and testing for quarterly Oracle patch updates.
• Diagnose and resolve system defects, coordinating with Oracle Support and internal IT.
• Partner with HR, Recruitment, Payroll, and Finance stakeholders to translate business requirements into technical specifications.
• Maintain technical documentation, configuration workbooks, and change logs for audit readiness.
• Support UAT cycles, prepare test scripts, and triage defects.
• Ensure data quality and consistency through periodic audits and validation rules.

Required profile

• Bachelor’s degree in Computer Science, Information Systems, Engineering or related field.
• 4–6 years of hands‑on experience with Oracle HCM Cloud in a technical or functional capacity.
• Proven experience with HDL, HSDL, OTBI, BI Publisher, Fast Formula and REST/SOAP web‑service integrations.
• Prior exposure to Core HR, Payroll interfaces, Recruiting Cloud, or Time & Labor modules.
• Familiarity with Saudi Arabian HR regulations (GOSI, Qiwa, Mudad, Saudization) is an advantage.
• Oracle Cloud HCM certifications preferred.
