Procurement Expert – Centralized Procurement & Contracting

About the role

We are seeking a Procurement Expert to lead centralized procurement and contracting operations for a network of environmental centers under a Shared Services Program. The role will coordinate sourcing, supplier management and regulatory compliance while driving cost efficiency and governance improvements across all centers.

Key responsibilities

• Develop and implement unified procurement strategies and annual plans for all affiliated environmental centers.
• Establish standardized processes, templates, and frameworks aligned with national procurement regulations and internal policies.
• Refine procurement methodologies to enhance sustainability, transparency and operational efficiency.
• Leverage collective purchasing power to reduce costs and improve efficiency.
• Analyze market dynamics, pricing structures and supplier capabilities to support informed sourcing decisions.
• Consolidate procurement needs across centers and create an integrated annual procurement plan.
• Facilitate inter‑center coordination meetings to align priorities and delivery timelines.
• Support centers in executing procurement schedules in line with financial and operational plans.
• Prepare, review and issue RFPs, RFQs and tender documentation in collaboration with technical and legal teams.
• Supervise bid evaluations, negotiations and award recommendations ensuring fairness and compliance.
• Manage post‑award activities, including contract execution, performance monitoring and amendments.
• Analyze procurement data, spending trends and supplier performance to identify risks and improvement opportunities.
• Develop dashboards and KPIs to monitor efficiency, compliance and cost optimisation.
• Present quarterly procurement performance reports to leadership with actionable insights.

Required profile

• Bachelor’s degree in Supply Chain Management, Business Administration or a related field.
• Minimum 7 years of experience in procurement and contracting.
