Program Director

About the role

Parsons seeks an experienced Program Director to lead large‑scale, mixed‑use programs valued up to $5 billion. The role provides strategic leadership, governance and enterprise‑level oversight across scope, schedule, cost, risk, quality and stakeholder outcomes, ensuring alignment with corporate objectives and contractual commitments.

Key responsibilities

• Direct and manage all phases of large programs to ensure on‑schedule, on‑budget delivery in line with contractual obligations.
• Represent Parsons with clients and selected subcontractors, negotiating scope changes and maintaining strong relationships.
• Collaborate with Business Development to market and secure additional work.
• Lead the creation and approval of Project Execution, Health & Safety, and QA/QC plans.
• Define program requirements, monitor deliverables for compliance, and maintain a responsibility matrix.
• Plan, supervise, and control business, technical, fiscal and administrative functions of assigned projects.
• Allocate responsibilities to qualified team members and contribute to performance reviews and development plans.
• Coordinate with support departments, other offices and subsidiaries to mobilize resources and assemble effective project teams.

Required profile

• Proven ability to provide strategic leadership and governance for complex, multi‑billion‑dollar programs.
• Experience overseeing scope, schedule, cost, risk, quality and stakeholder outcomes at an enterprise level.
• Strong capability to negotiate with clients, subcontractors, regulatory agencies and public stakeholders.
• Demonstrated skill in developing execution plans, safety and quality frameworks, and responsibility matrices.
