Project Director – PPP Advisory & Technical Services (Saudi Arabia)

About the role

We are looking for an experienced Project Director to establish and lead a new PPP Advisory & Technical Services capability in Saudi Arabia. This strategic leadership position will shape the growth of our PPP business, originate opportunities, and position the firm as a trusted partner for government entities and private sector consortia.

Key responsibilities

• Develop and execute the PPP growth strategy for the Kingdom of Saudi Arabia.
• Build and manage a robust pipeline of PPP opportunities across power, water, transport, social infrastructure, and utilities sectors.
• Lead PPP bids, consortium formation, technical advisory proposals, and pursuit strategies.
• Establish senior‑level relationships with ministries, PPP authorities, developers, contractors, lenders, investors, and advisors.
• Build and lead a multidisciplinary PPP team and governance framework.
• Drive thought leadership, market positioning, and business development initiatives.
• Oversee technical advisory services for PPP entities, including government authorities, SPVs, lenders, developers, and consortium partners.

Required profile

• 20+ years of experience in infrastructure, PPP, project development, technical advisory, or transaction advisory.
• Proven track record of originating and winning PPP opportunities in Saudi Arabia or the GCC.
• Extensive network across government entities, developers, contractors, investors, lenders, and advisors.
• Experience leading major infrastructure pursuits and PPP transactions.
• Strong understanding of PPP structures, project finance, risk allocation, procurement, and concession agreements.
• Engineering background preferred; postgraduate qualifications or an MBA are advantageous.
• Fluent in Arabic and English.
