Quality Manager – High‑rise Luxury Development

About the role

We are seeking an experienced Quality Manager to act as the PMC representative for all QA/QC matters on a prestigious high‑rise twin‑tower development comprising a 5‑star hotel and luxury residential units in Al‑Khobar. The role involves developing, implementing and maintaining the Project Quality Management System and ensuring compliance with specifications, international standards and client requirements.

Key responsibilities

• Develop, implement and maintain the project‑specific Quality Management Plan aligned with ISO 9001 and client standards.
• Review and approve the Contractor’s Project Quality Plan, QA/QC procedures and Inspection and Test Plans, and monitor their performance.
• Conduct regular site inspections, audits and surveillance across structural, architectural, MEP, façade and interior fit‑out works.
• Issue, monitor and close Non‑Conformance Reports, conduct root‑cause analysis and ensure corrective actions are implemented.
• Oversee quality requirements during testing, commissioning, snagging and handover, and prepare quality performance reports for PMC management and the client.

Required profile

• Bachelor’s degree in Civil Engineering, Construction Management, Architecture or related discipline.
• Minimum 15 years total QA/QC experience in construction or PMC environments, including 8–10 years on high‑rise residential or mixed‑use tower projects.
• Proven experience in GCC/KSA projects and in overseeing Contractor and Supervision Consultant quality performance.
• Preferred ISO 9001 Lead Auditor certification and professional quality management certifications.

Required skills

• Quality Management Systems (QMS) and ISO 9001 standards.
• Inspection & Test Plans (ITPs), method statements and material inspection.
• Concrete quality control, structural works inspection, architectural finishing inspection.
• Waterproofing, façade and MEP quality control.
• NCR/CAR management, root‑cause analysis and CAPA implementation.
• Proficiency with quality management platforms such as Procore, Aconex or BIM 360.
