About the role
We are seeking a Recruitment Manager to lead the end‑to‑end hiring process for ICT and construction positions across multiple countries and projects. The role will drive high‑volume recruitment, ensure quality hires, and maintain compliance with company standards.
Key responsibilities
- Lead and manage the recruitment lifecycle for ICT and construction roles across multiple countries, projects and business units.
- Handle high‑volume technical hiring requirements (150+ open positions) while meeting aggressive timelines.
- Supervise, mentor and manage a team of 4+ recruiters, ensuring optimal productivity.
- Monitor recruiter KPIs such as time‑to‑fill, quality of hire, submission‑to‑interview ratio and offer conversion rates.
- Implement structured recruitment strategies, sourcing plans and prioritisation mechanisms.
- Collaborate with hiring managers, program managers and stakeholders to align manpower requirements.
- Ensure adherence to the approved Manpower Request process and recruitment governance framework.
- Drive continuous improvement of recruitment processes, tools and systems (ATS/HRMS).
- Review and validate candidate shortlists before submission.
- Coordinate interview processes, including internal screening and client interview scheduling.
- Maintain high standards of candidate experience and employer branding.
- Prepare and present recruitment dashboards, reports and performance insights to senior management.
- Ensure compliance with company policies, local labour laws and recruitment best practices.
Required profile
- Bachelor’s degree in Engineering, Human Resources, Business Administration or a related field.
- Minimum 12 years of recruitment experience, specialising in ICT, telecom and technology hiring within large‑scale, fast‑paced organisations.
- Proven experience managing high‑volume recruitment campaigns and large‑scale mobilisation (100+ roles).
- Demonstrated leadership of recruitment teams and support for business expansion across multiple projects or regions.
- Strong understanding of ICT roles including telecom, IT, data centre, cloud, digital transformation and smart city domains.
- Experience supporting talent‑acquisition digitisation, process automation and workflow optimisation.
- Experience working in structured recruitment environments with defined KPIs, SLAs, governance and executive reporting.
Required skills
- Hands‑on experience with ATS systems.
- Proficiency in HRMS platforms.
- Ability to build and interpret recruitment dashboards.
- Strong analytics and data‑driven performance tracking capabilities.
