Recruitment Manager – Riyadh (Saudi Arabia)

About the role

The group is seeking an experienced Recruitment Manager to lead talent acquisition from its Riyadh office. This hands‑on leadership position will manage the full recruitment lifecycle for technical, engineering, corporate, and specialist roles across the holding company, operating companies, and project entities.

Key responsibilities

• Lead end‑to‑end recruitment processes, from workforce planning and intake to sourcing, assessment, offer management, and onboarding handover.
• Partner with project directors, functional heads, and the investment team to anticipate hiring needs linked to project awards and mobilization schedules.
• Develop proactive sourcing strategies emphasizing Saudi national talent across direct sourcing, LinkedIn, job boards, referrals, and external search partners.
• Own delivery against Saudization (Nitaqat) targets and support the group’s localization strategy.
• Manage, coach, and develop a small recruitment team, setting performance targets and building capability.
• Oversee relationships with recruitment agencies and executive search partners, negotiating terms and ensuring service levels.
• Maintain and optimize the applicant tracking system, ensuring data accuracy, pipeline visibility, and reporting on key metrics.
• Enhance candidate experience and employer brand throughout the hiring journey.
• Ensure compliance with Saudi labor law, internal governance, and data protection requirements.

Required profile

• Proven experience as a recruitment manager or senior talent acquisition leader.
• Demonstrated ability to lead and develop a recruitment team.
• Strong knowledge of Saudi labor regulations and Saudization (Nitaqat) requirements.
• Experience recruiting technical, engineering, and corporate talent in a project‑driven environment.
