Senior Construction Manager (Roads)

About the role

Parsons is looking for a Senior Construction Manager (Roads) to lead Right of Way (ROW) activities on the Qiddiya Project in Riyadh. You will be responsible for planning, coordinating and delivering all ROW works required for roads, utilities and other infrastructure components, ensuring safety, compliance and timely project progress.

Key responsibilities

• Develop and execute strategies for acquisition, management and hand‑over of ROW for roads, utilities, pipelines and power lines across the Qiddiya site.
• Collaborate with land acquisition teams, legal departments and client representatives to secure ROW availability on schedule.
• Identify potential ROW conflicts and implement proactive mitigation plans.
• Lead site‑clearing, demolition, fencing, temporary access road construction and boundary demarcation activities.
• Coordinate with package managers (roads, utilities, civils) to ensure ROW is ready before construction starts.
• Manage relocation or protection of existing utilities (power, water, telecom, gas) within ROW corridors.
• Oversee contractors, monitor performance against schedule, budget and quality standards.
• Conduct regular site inspections, ensure compliance with design, safety and environmental regulations, and report progress to stakeholders.

Required profile

• Extensive experience in construction management, preferably on large‑scale infrastructure projects.
• Proven track record in ROW acquisition, preparation and hand‑over.
• Strong knowledge of Saudi Arabian construction laws, permits and environmental standards.
• Excellent coordination skills with multiple internal and external parties.
