Site HSE Officer (Saudi Nationals)

About the role

The Site HSE Officer will monitor contractor compliance with project HSE plans, procedures and statutory requirements on construction sites in Saudi Arabia. The role includes daily site walks, toolbox talks and safety meetings to ensure a safe working environment for all personnel.

Key responsibilities

• Monitor contractor compliance with HSE plans, procedures and statutory requirements.
• Conduct regular site inspections and safety audits to identify unsafe acts and conditions.
• Review contractor HSE documentation such as risk assessments, method statements, permit‑to‑work systems and emergency response plans.
• Investigate incidents, accidents, near‑misses and unsafe conditions and assist in preparing investigation reports.
• Track corrective and preventive actions and verify their closure.
• Monitor high‑risk activities including work at height, lifting operations, excavation, confined space entry, hot work and electrical works.
• Ensure availability and proper use of PPE across project sites and maintain HSE records, inspection reports and safety statistics.
• Participate in emergency drills, support environmental management requirements and coordinate with contractors, consultants and client representatives on HSE matters.

Required profile

• Bachelor's degree or diploma in Engineering, Occupational Health & Safety, Environmental Science or a related discipline.
• Minimum 4 years of HSE experience, preferably within PMC, infrastructure, construction or engineering consultancy projects.
• Relevant certifications: NEBOSH IGC (mandatory), IOSH Managing Safely or equivalent, First Aid (preferred), Fire Safety Training (preferred), OSHA Certification (preferred).
