Transport Sector Lead - KSA

About the role

Zutari designs transport systems connecting people and enabling trade across Africa and the Middle East, covering roads, rail, transit and integrated mobility. In Saudi Arabia, the company supports Vision 2030 through transport, water and urban development projects. It is seeking an experienced Transport Sector Lead to grow, direct technically and deliver its transport infrastructure business in KSA, covering roads and highways, bridges, tunnels, civil structures, marine infrastructure and construction supervision. This is a senior leadership role combining business development, client engagement, technical leadership, team development and project oversight.

Key responsibilities

• Lead the KSA transport infrastructure business and develop and implement its business and growth strategy.
• Identify, position and secure major transport infrastructure opportunities and build a strong pipeline of tenders, partnerships and project awards.
• Engage with government authorities, developers, giga-project organisations, major contractors and strategic partners.
• Lead prequalifications, expressions of interest, proposals and major tender submissions.
• Provide senior technical, commercial and operational oversight of projects, ensuring they meet quality, programme, commercial and client requirements.
• Build and lead a multidisciplinary team in KSA, including developing Saudi talent, and coordinate with regional and international technical teams.
• Represent the company at senior client meetings, industry events and professional forums.

Required profile

• Bachelor's degree in civil engineering or a related discipline; master's degree and professional registration preferred.
• At least 20 years of relevant experience in transport infrastructure consultancy or major project delivery.
• Extensive, established senior-level network in Saudi Arabia, particularly in Riyadh, with the Ministry of Transport and Logistics, the Royal Commission for Riyadh City, Riyadh Municipality, Qiddiya and major contractors; candidates must show how these relationships have generated market access, tender invitations and project awards.
• Significant experience in Saudi Arabia, including the local market, procurement environment and authority requirements.
• Proven experience in business development, client management and securing major consultancy appointments.
• Demonstrated experience leading multidisciplinary teams and overseeing complex projects.
