Competency Management Manager

About the role

The Competency Management Manager leads the design, implementation and monitoring of a unified competency framework across the organization and its partner subcontractors. Reporting to the Executive Director, the role works closely with Safety, Human Resources and external partners to ensure consistent competency assessments and alignment with industry standards.

Key responsibilities

• Develop and maintain a Competency Management System (CMS) and associated framework for all entities.
• Coordinate with Safety and HR departments, as well as partner subcontractors, to monitor CMS application.
• Provide strategic advice on competency cycles, training plans and succession planning.
• Participate in competency audits, safety committees and accident investigations where human behavior is a factor.
• Generate reports on compliance, early indicators and competency trends.
• Lead risk‑based training need analysis, assessments, audits and benchmarking.
• Integrate competency models into performance management and talent processes.

Required profile

• Bachelor’s degree in Human Resources, Business Administration, Organizational Development or related field.
• 5–10+ years of experience in HR, talent management or learning & development.
• Proven track record in developing and implementing competency frameworks.
• Fluent English; additional HR certifications (CIPD, SHRM) are a plus.
