Controls & Reporting Manager

About the role

The Controls & Reporting Manager is a senior governance position responsible for establishing independent, accurate, and decision‑focused control and reporting for the Rabigh Special Project. Reporting directly to Petromin leadership, the role provides visibility of programme progress, cost trends, risks and contractor performance to enable informed decisions.

Key responsibilities

• Develop and maintain an integrated master programme covering all project phases, from planning to execution.
• Track and monitor project milestones, identify slippages and assess recovery risks.
• Independently review consultant and contractor schedules for logic, credibility and alignment with project objectives.
• Validate inputs from consultants and contractors, flag risks and deviations, and ensure data integrity.
• Produce executive dashboards and regular reports that highlight cost trends, risk status and performance metrics.
• Maintain non‑ERP reporting systems and ensure robust data governance across the programme.

Required profile

• Minimum 84 months (7 years) of experience in project controls, reporting or similar functions.
• Strong accountability, planning discipline and problem‑solving judgment.
• Proven ability to communicate with senior stakeholders and manage risk escalations.
• Experience working in a multi‑disciplinary, contractor‑heavy environment, preferably in oil & gas or large‑scale construction.
