Estimation Section Manager – Cost Management Lead

About the role

Parsons Corporation is seeking an Estimation Section Manager to lead pre‑contract cost management for major projects in Saudi Arabia. The role combines strategic cost planning, risk management and value engineering to ensure project affordability and successful procurement outcomes.

Key responsibilities

• Lead all pre‑contract cost management activities across assigned projects.
• Establish and implement cost management procedures, estimating standards and benchmarking methodologies.
• Review and approve major estimates and cost plans prior to client issuance.
• Develop and maintain cost governance frameworks and best practices in line with RICS New Rules of Measurement.
• Prepare order of cost estimates, concept estimates, elemental and detailed cost plans, and pre‑tender estimates.
• Conduct cost risk and opportunity workshops, set contingency allowances and risk budgets.
• Lead value engineering and value management initiatives to maximise value for money.

Required profile

• Minimum 20 years of experience in construction cost estimation and pre‑contract cost management.
• Proven leadership of cost estimation teams on high‑profile projects.
• Strong knowledge of RICS professional standards and the New Rules of Measurement.
• Demonstrated ability to develop cost governance frameworks and advise senior stakeholders on project affordability.
