Hiring Manager – Talent Acquisition Lead

About the role

The Hiring Manager will lead the company's talent acquisition function, ensuring that staffing needs are met efficiently and in line with strategic goals. This role oversees the full recruitment lifecycle, from planning and sourcing to onboarding and compliance.

Key responsibilities

• Participate in developing the annual manpower plan in coordination with department heads and budgets.
• Design and implement talent acquisition strategies, selecting optimal recruitment platforms and channels.
• Track and analyze recruitment KPIs such as Time‑to‑Hire, Cost‑per‑Hire, and Quality‑of‑Hire.
• Oversee job postings on portals like LinkedIn, TAQAT, and the company career page.
• Supervise resume screening, initial interviews, technical assessments, and coordinate interview schedules.
• Draft, review, and negotiate employment offers and contracts in line with salary scales and internal policies.
• Manage relationships with recruitment agencies, international staffing vendors, universities, and career fairs.
• Ensure compliance with Saudi Labor Law, Nitaqat, and government portals (Qiwa, TAQAT, Muqeem), including medical screenings and background checks.

Required profile

• Bachelor’s degree in Human Resources, Business Administration or related field (Master’s preferred).
• 5‑8 years of HR/recruitment experience, including at least 2 years in a managerial role.
• Native Arabic fluency and professional English proficiency.
• Deep knowledge of Saudi Labor Law, executive regulations, and government portals.
• Strong leadership and interpersonal abilities to build trust with executives and candidates.

Required skills

• Proficiency with Applicant Tracking Systems (ATS).
• Experience using the Qiwa platform.
• Familiarity with TAQAT portal.
• Familiarity with Muqeem portal.
