HR Specialist – Payroll & Government Relations (Saudi Arabia)

About the role

We are seeking a detail‑oriented HR Specialist to support end‑to‑end HR operations in Saudi Arabia. The role combines payroll management, government relations, recruitment, employee relations, and medical insurance administration.

Key responsibilities

• Process monthly payroll, ensuring accurate salaries, allowances, deductions, overtime and compliance with the Wage Protection System (WPS).
• Maintain employee records on Saudi government platforms such as Qiwa, GOSI, Mudad and Muqeem.
• Handle employment contracts, Iqama, visas, renewals and employee transfers.
• Coordinate end‑to‑end recruitment, from job posting to onboarding and preparation of offers.
• Manage employee relations, including inquiries, complaints, disciplinary actions and terminations.
• Administer medical insurance for employees and eligible dependents, covering additions, deletions, renewals and claims.
• Prepare regular HR reports and analytics covering payroll, recruitment, headcount and government transactions.
• Provide day‑to‑day HR operations support and liaise with internal departments.

Required profile

• Bachelor’s degree in Human Resources, Business Administration or related field.
• Minimum 1 year of relevant HR experience covering payroll, recruitment, government relations and employee relations.
• Good knowledge of Saudi Labor Law and HR regulations.
• Strong communication, organizational and problem‑solving abilities.

Required skills

• Proficiency in Microsoft Office.
• Experience with HRIS / HR systems.
• Familiarity with Saudi platforms: Qiwa, GOSI, Mudad, Muqeem and WPS.
