HSE Manager – Construction

About the role

Double Marks is looking for an experienced HSE Manager to lead health, safety and environment activities on a major data‑center construction project in Riyadh. The role covers all phases of excavation, civil and structural works, ensuring compliance with Saudi regulations and client requirements.

Key responsibilities

• Implement and manage the project HSE plan and site safety requirements.
• Oversee HSE activities for excavation, heavy equipment, lifting, formwork, reinforcement and concrete works.
• Conduct regular site inspections, audits, toolbox talks and safety meetings.
• Prepare and review risk assessments and Job Safety Analyses (JSAs) and manage permit‑to‑work processes.
• Monitor subcontractor and workforce compliance with HSE standards and coordinate with client and consultant HSE representatives.

Required profile

• Relevant degree or diploma with recognized HSE qualifications (NEBOSH IGC preferred).
• Minimum 7 years of construction HSE experience, preferably on excavation and major civil/structural projects.
• Proven experience with heavy equipment, lifting operations and concrete works.
• Prior exposure to data‑center or fast‑track projects and Saudi/GCC working environment.
• Strong leadership abilities and fluent English communication; currently residing in Saudi Arabia and able to mobilize on short notice.
