HSE Officer

About the role

The HSE Officer will support day‑to‑day health, safety and environmental oversight on active construction sites for JASARA PMC, a joint‑venture project management consultancy. You will help ensure that all works meet the high HSE standards required by the client and regulatory bodies.

Key responsibilities

• Monitor daily construction activities for HSE compliance.
• Conduct regular site inspections and identify unsafe conditions.
• Ensure contractor adherence to approved HSE plans, procedures and risk assessments.
• Oversee toolbox talks, permits and safe work practices.
• Support incident reporting, investigation and follow‑up on corrective actions.
• Prepare HSE observations, inspection reports and daily/weekly summaries.
• Escalate significant HSE risks and violations to the HSE Manager.
• Participate in HSE meetings, audits and awareness activities.

Required profile

• Diploma or BSc in Occupational Health & Safety, Environmental Engineering, Engineering or equivalent.
• 10+ years of relevant HSE experience, preferably in heavy civil infrastructure or vertical building projects.
• Experience in PMC or client‑side HSE oversight and reporting.
• Proficiency in English; Arabic is a plus.
• Relevant certifications such as NEBOSH IGC, IOSH or First Aid/CPR.
