Manpower Manager – Workforce Planning & Recruitment

About the role

Saudi Gold Refinery is seeking a Manpower Manager in Riyadh to lead workforce planning and recruitment for its expanding mining and refining operations. Reporting to the VP of HR, the role ensures the company has the technical and operational talent needed to meet production targets while complying with Saudi labour regulations and Saudization goals.

Key responsibilities

• Develop and execute annual manpower plans aligned with production schedules and expansion projects, monitoring headcount budgets and providing variance analysis.
• Manage end‑to‑end recruitment for critical technical positions such as assay chemists, plant operators and geological engineers.
• Ensure full compliance with Saudi labour laws, maintaining Nitaqat status and handling interactions with MHRSD, GOSI and other regulatory bodies.
• Administer employee lifecycle transactions on government portals (Qiwa, Mudad, Muqeem, Absher) and submit wage and employment data accurately.
• Evaluate and manage third‑party recruitment agencies and labour supply contractors, negotiating SLAs and monitoring performance.
• Coordinate onboarding, including mandatory safety inductions with HSE and Operations teams.

Required profile

• Proven experience in workforce planning and technical recruitment within an industrial or mining environment.
• Strong knowledge of Saudi labour legislation, Nitaqat requirements and government portal processes.
• Ability to analyse headcount budgets and present insights to senior leadership.
• Excellent stakeholder management with HR, Operations, HSE and external agencies.

Required skills

• Experience using Saudi government portals: Qiwa, Mudad, Muqeem, Absher.
• Familiarity with labour compliance tools and Nitaqat reporting.
