Operations Director - Infrastructure

About the role

The Operations Director – Infrastructure will lead large‑scale (mega) projects and coordinate consulting interventions across multiple functional areas. Reporting to the COO, you will drive operational improvements, manage complex negotiations and ensure project success throughout the MENA region.

Key responsibilities

• Develop and enforce project management policies, procedures and governance frameworks.
• Lead execution of mega‑projects and complex infrastructure programmes, aligning them with strategic objectives, budgets, schedules and quality standards.
• Direct project managers and teams, providing leadership, guidance and performance management.
• Oversee project financial performance, including budgeting, cash‑flow, cost control, billing, claims and profitability.
• Monitor progress, risks, issues and stakeholder expectations, ensuring timely escalation and decision‑making.
• Build and maintain relationships with clients, consultants, contractors, suppliers, regulatory authorities and other key stakeholders.
• Manage contract administration, subcontractor performance, compliance, claims resolution and dispute mitigation.
• Drive continuous improvement of project management systems, processes and third‑party performance.

Required profile

• Proven experience leading large‑scale infrastructure or EPC projects.
• Strong negotiation skills with ability to engage external bodies and international partners.
• Excellent stakeholder management and communication abilities.
• Ability to work under pressure and make decisive decisions.
