Procurement Engineer – Saudi National (Riyadh)

About the role

Decima International seeks a Saudi‑national Procurement Engineer to support the development and execution of procurement strategies for major infrastructure and data‑center projects in Riyadh. The role involves coordinating equipment, material, and subcontractor procurement while ensuring alignment with technical specifications and project schedules.

Key responsibilities

• Develop and implement project procurement strategies and detailed procurement plans.
• Coordinate procurement of major equipment, long‑lead items, and subcontracted packages.
• Prepare, review and issue RFQs, RFPs, tender documents and procurement packages.
• Support technical and commercial bid evaluations and produce comparison reports.
• Manage vendor pre‑qualification, selection, negotiations and award recommendations.
• Track long‑lead equipment schedules, perform expediting, and coordinate Factory Acceptance Testing.
• Oversee shipping, customs clearance, and site logistics to ensure timely delivery.
• Maintain procurement trackers, status reports and documentation within the project EDMS/PMIS.

Required profile

• Bachelor’s degree in Mechanical/Electrical Engineering, Supply Chain Management or related field.
• 3–5 years of procurement experience on construction, infrastructure or major engineering projects.
• Proven experience handling long‑lead equipment, RFQ/RFP preparation and technical bid evaluation.

Required skills

• Advanced Microsoft Excel, Word and PowerPoint.
• Proficiency with ERP/Procurement systems such as SAP or Oracle.
• Experience with EDMS/PMIS platforms and long‑lead equipment tracking tools.
• Knowledge of logistics coordination, Incoterms, shipping and customs procedures.
• Ability to prepare and review RFQs, RFPs, tender documentation and vendor proposals.
• Experience coordinating Factory Acceptance Testing and equipment inspections.
