Procurement Manager – Infrastructure Programme

About the role

The Procurement Manager will lead the end‑to‑end procurement function for a major infrastructure programme, ensuring that sourcing strategies, tendering activities and contract awards are delivered efficiently, compliantly and in line with project objectives.

Key responsibilities

• Develop and implement procurement strategies, packaging approaches and sourcing plans aligned with programme delivery.
• Oversee the full procurement lifecycle from pre‑qualification through tendering, evaluation, negotiation and contract award.
• Lead supplier pre‑qualification, long‑listing, short‑listing and due‑diligence processes.
• Conduct commercial evaluation of bids, provide recommendations and manage contract negotiations.
• Ensure all procurement activities comply with internal policies, governance frameworks and regulatory requirements.
• Maintain audit trails, documentation standards and reporting structures for each procurement package.
• Interface with Project Management, Engineering, Commercial, Legal and Finance teams to align procurement with overall programme delivery.
• Identify supply‑chain risks and market volatility, developing mitigation strategies as needed.

Required profile

• Proven experience leading procurement for large‑scale infrastructure or construction projects.
• Strong understanding of procurement governance, audit requirements and regulatory compliance.
• Excellent stakeholder management and communication skills across multidisciplinary teams.
• Ability to analyse market conditions, assess risks and provide strategic recommendations.
