Program Director – Infrastructure Construction Supervision

About the role

We are seeking an experienced Program Director to lead a major infrastructure construction supervision / PMCM programme based in Jeddah, Saudi Arabia. This senior leadership position is responsible for delivering a large‑scale infrastructure programme safely, on time, within budget and to the required quality standards.

Key responsibilities

• Lead overall delivery of the infrastructure construction supervision / PMCM project, providing strategic direction and governance.
• Act as senior representative for the consultant/PMCM team, ensuring alignment with client expectations, contract requirements and programme objectives.
• Establish a high‑performance delivery culture across supervision and project management teams.
• Drive integration of design, construction, supervision, commercial, planning, HSE, quality and stakeholder management functions.
• Serve as primary senior interface with the client, government entities, authorities, developers, contractors and consultants.
• Lead senior‑level progress meetings, executive reporting, issue resolution and strategic decision‑making forums.
• Oversee construction supervision activities, ensuring contractor performance meets contractual, safety and quality standards.
• Monitor site progress, identify critical issues and implement corrective actions.
• Manage programme controls including schedule, cost, risk, change, reporting and performance management.

Required profile

• Proven background leading major infrastructure projects across the Middle East.
• Strong experience in construction supervision, programme management, client and contractor management.
• Expertise in commercial governance, stakeholder coordination and multidisciplinary team leadership.
• Strategic, hands‑on leader capable of managing complex project environments.
• Ability to act as senior point of contact for clients, consultants, contractors and authorities.
