Project Manager – Infrastructure Development

About the role

HanmiGlobal is looking for an experienced Project Manager to lead a multidisciplinary team on a large‑scale land and infrastructure development programme in Riyadh. You will act as the primary liaison between the Program Management Office, the client and all delivery partners, ensuring the project meets schedule, budget and quality targets.

Key responsibilities

• Lead the end‑to‑end delivery of an assigned work package, covering design, construction, testing, commissioning, handover and close‑out.
• Manage a site‑based team that includes engineering, commercial, planning, quality, HSE, contracts and construction supervision personnel.
• Monitor developer, contractor and consultant performance to ensure compliance with contractual obligations and project specifications.
• Oversee construction of roads, utilities, drainage, irrigation, telecommunications and public‑realm works, ensuring safety and efficiency.
• Conduct weekly and monthly progress meetings with all stakeholders and resolve technical, interface and schedule issues.
• Review and approve contractor recovery plans, mitigation measures and acceleration proposals.
• Administer commercial aspects such as progress measurement, variations, claims, cost monitoring and payment recommendations.
• Implement project quality management systems, inspection procedures and non‑conformance handling.
• Identify, assess and mitigate project risks, maintaining up‑to‑date risk registers.
• Coordinate approvals with statutory authorities and utility providers.

Required profile

• Proven experience managing large‑scale design‑and‑build infrastructure projects.
• Strong leadership skills with the ability to direct multidisciplinary teams.
• Excellent understanding of construction contracts, program controls and stakeholder coordination.
• Demonstrated ability to manage budgets, schedules and quality standards.
• Experience working with government entities and utility providers in the Middle East is a plus.
