Saudization Manager

About the role

The Saudization Manager will lead the company‑wide strategy to increase Saudi national employment across a workforce of more than 9,000 employees. Reporting to senior HR leadership, the role ensures compliance with Nitaqat requirements, drives talent localization, and maximizes the use of government support programs.

Key responsibilities

• Develop and own the Saudization roadmap, aligning it with Nitaqat thresholds, client contracts and business growth plans.
• Monitor Nitaqat band positions, model workforce decisions, and advise leadership on compliant actions.
• Design role‑level localization plans and structured replacement (Ihlal) programs for expat‑to‑Saudi transitions.
• Manage government incentive programs (HRDF, Tamheer, Tawteen) from eligibility to claim reconciliation.
• Support cost‑benefit analysis for reducing outsourced manpower and quantify savings.
• Produce monthly executive dashboards and detailed project‑level compliance reports using Excel and Power BI.
• Analyze Saudi attrition drivers and develop retention initiatives.

Required profile

• Proven experience in HR compliance, workforce planning or talent acquisition within large infrastructure or construction environments.
• Deep knowledge of Saudi labor regulations, Nitaqat, and government talent programs.
• Strong analytical mindset with ability to model financial impact of workforce decisions.
• Excellent communication skills to interact with senior leadership and government agencies.
