Techno-Commercial Estimator – Facility Management

About the role

We are seeking a Techno‑Commercial Estimator to develop complete and competitive offers for hard and soft facility‑management services on government and private projects across Saudi Arabia. The role blends technical understanding of FM operations with commercial acumen to deliver compliant, technically sound, and profitable proposals.

Key responsibilities

• Analyse tender documents, specifications and drawings; conduct site visits when required.
• Prepare technical proposals, method statements, compliance matrices and resource deployment plans aligned with international FM standards.
• Ensure all technical submissions meet standards such as BICSc, ISO 41001, Saudi Building Code and client‑specific requirements.
• Coordinate with operations and technical teams to validate methodologies, staffing and equipment needs.
• Develop accurate Bills of Quantities, detailed cost estimates and resource‑based pricing for hard and soft FM services.
• Monitor market pricing trends, labour rates and productivity norms to produce competitive yet profitable offers.
• Support bid strategy, risk assessment and margin analysis.
• Manage government tenders through the Etimad portal and ensure full compliance with submission requirements.
• Maintain documentation, assumptions and estimation records for all bids.
• Collaborate with commercial, operations and business‑development teams throughout the tendering process.

Required profile

• Proven experience preparing techno‑commercial offers for FM contracts in Saudi Arabia (government and private sectors).
• Strong knowledge of both technical and commercial aspects of FM tendering, including scope interpretation, method statements, resource planning and pricing.
• Hands‑on experience with the Etimad portal and other government procurement platforms.
• Familiarity with hard and soft FM services, operational requirements and current market pricing trends in the Kingdom.
• Understanding of local and international FM standards (BICSc, ISSA, BESA, ISO 41001, Saudi Building Code, IFMA).
• Excellent written and verbal communication skills in English and Arabic.
• Ability to work under pressure and meet tight tender deadlines.
• Immediate availability and willingness to work from Riyadh.
