Business Development Manager – Public Sector (Saudi Arabia)

About the role

Ollen is seeking a Business Development Manager to drive growth within the public sector in Saudi Arabia. The role focuses on identifying, developing, and converting opportunities with government entities, semi‑government organisations, ministries, and public‑private initiatives, positioning Ollen as a strategic partner for transformation projects.

Key responsibilities

• Develop and manage a qualified pipeline of new public and semi‑public sector opportunities across Saudi Arabia.
• Leverage existing relationships with senior stakeholders, advisors, programme owners, procurement teams, PMOs and transformation offices.
• Identify client needs where Ollen can support through research, strategy, growth planning, customer experience, brand concepts, retail environments, digital platforms, project coordination, execution supervision or economic development.
• Initiate senior‑level conversations and position Ollen as a practical partner for service improvement, destination development, citizen/customer experience enhancement, or implementation readiness.
• Track public sector initiatives, direct‑award possibilities, RFPs, framework agreements, procurement channels and partnership opportunities.
• Coordinate with Ollen’s leadership and delivery teams to shape proposals, scopes of work, credentials, capability statements and commercial offers.
• Own the full business development cycle from target identification to handover to delivery.
• Maintain accurate pipeline tracking, opportunity status, stakeholder notes, procurement timelines, revenue forecasts and next‑step actions.

Required profile

• Proven experience and access to senior decision‑makers in Saudi government, semi‑government agencies or public‑private initiatives.
• Strong stakeholder mapping and relationship‑building capabilities.
• Ability to articulate Ollen’s integrated strategy, design and execution services to senior officials.
• Excellent communication and negotiation skills, with a focus on long‑term partnership development.
