Commercial Manager – PMO (Construction)

About the role

Parsons Corporation is seeking a Commercial Manager (PMO) to join its Delivery Partner team in Riyadh. The role bridges project delivery and financial performance for large‑scale infrastructure programmes, ensuring profitability, compliance and schedule adherence.

Key responsibilities

• Oversee commercial reporting, including cost planning, budgeting, cash‑flow forecasting and Earned Value Analysis.
• Administer and monitor complex contracts (FIDIC, NEC or bespoke) in line with Saudi procurement regulations.
• Identify and mitigate contractual and financial risks throughout the project lifecycle.
• Lead the assessment, negotiation and resolution of variations, change orders and disputes.
• Serve as the primary commercial liaison for the client, government authorities and major subcontractors.
• Mentor a team of Quantity Surveyors and Cost Engineers, promoting technical excellence.

Required profile

• Minimum 12 years of progressive commercial management experience on large‑scale engineering or mega‑construction projects.
• Proven experience working in the GCC, with solid knowledge of Saudi Arabian regulatory frameworks and Vision 2030 initiatives.
• Bachelor’s degree in Quantity Surveying, Commercial Management or a related discipline.
• Professional chartered status (e.g., RICS, CIOB) is highly desirable.
