OD & Manpower Planning Senior Specialist

About the role

The OD & Manpower Planning Senior Specialist will support the Zakat, Tax and Customs Authority in shaping its organizational structure and workforce strategy. Working with minimal supervision, the specialist prepares complex reports, updates position frameworks, and ensures alignment with business needs.

Key responsibilities

• Review and update organizational and positional structures, creating value chains and functional descriptions for levels N3 and below.
• Develop and maintain job families, job descriptions, and competency frameworks aligned with the updated structure.
• Lead workforce planning workshops, define activity‑based manpower tools, and produce workforce plan reports reflecting labor demand and supply.
• Gather HR budget data, negotiate with finance and administration, and prepare HC budget dashboards for monitoring utilization and compliance.
• Coordinate with IT and Digitization to ensure HRIS functionality, keeping the system current with relevant data.
• Support junior staff through training, task delegation, and problem escalation to maintain efficient operations.

Required profile

• Bachelor’s degree in Human Resources Management, Business Administration, or a related field.
• Minimum of 2 years of relevant experience in organizational development, workforce planning, or HR budgeting.
• Competencies include Human Capital Strategy development, negotiation, coaching, data analytics, and collaboration.

Required skills

• HRIS (Human Resources Information System) proficiency.
• Data analytics capabilities.
