Permit Issuer / Receiver (HSE Coordination)

About the role

The Permit Issuer / Receiver ensures smooth Permit to Work (PTW) processes across construction and field operations, acting as the bridge between client HSE teams and on‑site crews. This position safeguards safety compliance, reduces downtime, and supports continuous workflow.

Key responsibilities

• Oversee the full PTW lifecycle: issuance, verification, tracking, and formal closure.
• Serve as the primary liaison between client HSE representatives and field operations for permit approvals.
• Conduct pre‑work site inspections to confirm safety precautions, isolation steps, and environmental controls.
• Monitor active permits to eliminate delays and minimise equipment and workforce standby time.
• Maintain accurate permit logs, risk assessments, and Job Safety Analyses (JSA) in line with internal and client HSE standards.
• Assist with toolbox talks and briefings to communicate safe work parameters to crews.

Required profile

• Proven experience as a Permit Issuer, Permit Receiver, or HSE Site Coordinator in construction, manufacturing or field environments.
• Strong understanding of PTW systems, JSA, hazard identification and site safety protocols.
• Valid PTW Issuer/Receiver certification (e.g., Client/Aramco or equivalent) preferred.
