Policy & Legislation Advisor

About the role

The Policy & Legislation Advisor will support ZATCA in shaping and maintaining the Kingdom’s tax legislative framework. Working under general direction, the advisor conducts research, drafts policy circulars, and provides expert advice to internal stakeholders on complex tax matters.

Key responsibilities

• Research international tax treaties, laws and best practices to identify improvement opportunities for ZATCA’s legislative framework.
• Prepare and update tax legislative documents, ensuring alignment with ZATCA guidelines, research inputs and internal feedback.
• Draft proposals, impact analyses and amendment lists resulting from changes in related tax treaties, laws and guidelines.
• Coordinate workshops with legal, policy and subject‑matter experts to gather input and validate legislative drafts.
• Compile documents requiring Governor approval, integrate feedback and manage the final sign‑off process.
• Publish approved legislative texts in the official journal and communicate changes to internal and external stakeholders through press releases and other channels.
• Monitor implementation of legislative updates and ensure consistent dissemination across ZATCA units.

Required profile

• Experienced professional with a strong background in tax policy, legislation or related public‑sector work.
• Ability to analyse complex legal texts and translate findings into clear policy recommendations.
• Excellent written communication skills for drafting circulars, proposals and official publications.
• Proven capability to work with senior management and coordinate multi‑disciplinary teams.
