About the role

The Policy & Legislation Senior Advisor leads the assessment and development of tax legislative frameworks, working autonomously with minimal direction. This senior position acts as an internal consultant, guiding the creation, update, and implementation of policies that align with ZATCA’s strategic objectives.

Key responsibilities

• Conduct research on tax treaties, laws, and best‑practice benchmarks to identify improvement areas.
• Support the preparation and execution of action plans based on senior management feedback.
• Engage with taxpayers and stakeholders through discussion groups to gather input for legislative documents.
• Develop, update, and align tax legislative documents with ZATCA guidelines, research findings, and internal feedback.
• Prepare documents requiring Governor approval, integrating all feedback before final sign‑off.
• Analyze implications of changes in related tax treaties and propose necessary amendments.
• Draft proposals and recommendations that address ZATCA’s strategic objectives.
• Define policies, regulations, and guidelines to be created or amended based on research and expert input.
• Design scope of work, methodology, schedule, and team composition for legislative studies.
• Facilitate workshops with legal, policy, and subject‑matter experts to gather and clarify data.
• Update guidelines and policy documents based on research outcomes and ensure compliance with business requirements.
• Publish approved legislative documents in the official journal and communicate changes to internal and external stakeholders.

Required profile

• Senior‑level professional capable of leading work activities with minimal supervision.
• Strong analytical mindset with the ability to assess legislative frameworks and propose enhancements.
• Excellent stakeholder communication skills, including interaction with taxpayers and senior management.
• Proven experience in policy development, legislative research, and document preparation.
• Ability to coordinate workshops, manage cross‑functional teams, and ensure timely delivery of deliverables.
