Proposal & Capture Manager – Saudi Arabia

About the role

We are seeking a highly experienced Proposal & Capture Manager to lead the full lifecycle of opportunities across Saudi Arabia, from early capture strategy through bid submission and transition to operations. This strategic leadership position works closely with global proposal teams and senior stakeholders to develop compelling, compliant, and winning proposals in both Arabic and English.

Key responsibilities

• Define and execute capture strategies for government and private sector opportunities.
• Lead the end‑to‑end proposal development process, ensuring compliance with local RFP requirements.
• Coordinate cross‑functional teams, including senior executives, to produce high‑quality bid documents.
• Manage bid schedules, multiple concurrent bids, and tight deadlines.
• Oversee the transition of awarded contracts to operational teams.

Required profile

• Minimum 5 years of experience leading proposal development and capture processes for government and private clients.
• Proven track record of winning proposals in the Saudi market.
• Bachelor’s degree in Business, Communications, Finance, Political Science, Journalism or related field, or equivalent experience.
• Demonstrated ability to manage complex stakeholder environments.
• Bilingual proficiency in Arabic and English.

• Advanced proficiency in SharePoint.
• Strong bilingual proposal writing and editing skills (Arabic & English).
