Senior Handover & Commissioning Engineer

About the role

Parsons is seeking a Senior Handover & Commissioning Engineer to support its Program Management Office on large‑scale infrastructure projects. The role focuses on governing, coordinating and assuring handover readiness for roads, tunnels, utilities and Intelligent Transport Systems across the Riyadh region.

Key responsibilities

• Develop and implement project‑wide handover and commissioning strategies, procedures and checklists aligned with PMO standards.
• Oversee and validate Testing & Commissioning activities, ensuring system functionality, integration and compliance with specifications.
• Review and ensure completeness of handover deliverables such as As‑Built drawings, O&M manuals, training documentation, warranties, spare‑parts lists, T&C reports, asset registers and GIS submissions.
• Manage Substantial Completion requirements, including construction acceptance tests, closed snag lists, road safety audits and operational readiness evidence.
• Coordinate with stakeholders and authorities (municipalities, utility providers, traffic agencies) and maintain interface management with PMCMs, contractors and receiving entities.
• Conduct site visits across Riyadh as needed to verify readiness and resolve issues.

Required profile

• Fully qualified professional with deep expertise in Testing & Commissioning, construction close‑out and asset handover for multi‑disciplinary infrastructure systems.
• Minimum 10 years (120 months) of relevant experience in large‑scale road, tunnel or utility projects.
• Proven ability to lead handover processes in a PMO environment and manage stakeholder expectations.
