Senior HR Specialist – Construction Industry

About the role

We are looking for a proactive Senior HR Specialist to lead all human‑resources activities within a fast‑paced construction environment. The role combines recruitment, workforce planning, Saudization compliance and employee relations to support project delivery.

Key responsibilities

• Manage end‑to‑end recruitment for technical, engineering, project and corporate positions.
• Develop and maintain manpower plans aligned with project and departmental needs.
• Oversee Saudization (Nitaqat) compliance and nationalisation initiatives.
• Handle onboarding, transfers, promotions, off‑boarding and maintain accurate employee records.
• Ensure adherence to Saudi Labour Law and internal HR policies.
• Coordinate with project managers on workforce requirements and planning.
• Administer employee relations, disciplinary actions, grievances and conflict resolution.
• Monitor attendance, leave, benefits and liaise with government platforms (Qiwa, GOSI, Muqeem, Mudad, Ministry of Human Resources).
• Support performance management, development programmes and prepare HR analytics reports.

Required profile

• Bachelor’s degree in Human Resources, Business Administration or related field.
• 3–8 years of HR experience, preferably in construction, contracting or engineering.
• Strong knowledge of Saudi Labour Law and government HR platforms.
• Experience managing large, diverse workforces and Saudization programmes.
• Professional HR certifications (CIPD, SHRM, PHRi) are a plus.
