Senior Manager – Tender Management

About the role

Lead and manage the end‑to‑end tendering process for civil construction and EPC projects in Saudi Arabia, ensuring technically compliant, commercially competitive and risk‑adjusted bid submissions.

Key responsibilities

• Lead the complete tender lifecycle from review, bid/no‑bid assessment through proposal preparation, approval and submission.
• Review tender documents, specifications, BOQs, drawings and contractual requirements.
• Coordinate technical and commercial proposal preparation with engineering, procurement, finance, legal and other departments.
• Lead BOQ analysis, cost estimation, pricing strategy and preparation of detailed cost breakdowns.
• Identify and assess technical, commercial, contractual, financial and schedule risks, develop risk registers and mitigation strategies.
• Ensure comprehensive handover of tender documents and cost data to supply chain and execution teams.
• Maintain accurate tender records, bid status reports and post‑bid analyses, and monitor market trends and competitor activity.

Required profile

• Bachelor’s degree in civil engineering or a closely related discipline.
• Minimum 18 years of civil tendering and estimation experience, with at least 15 years in the Saudi Arabian market.
• Proven experience managing large‑scale, technically complex EPC tenders for infrastructure, building, power, water, defense and oil & gas projects.
• Demonstrated ability to lead tendering teams and manage the full bid lifecycle.
