Technical Design Director – Civil Engineering

About the role

Parsons Corporation is seeking a senior Technical Design Director to lead heavy civil infrastructure and site development for a major program in Riyadh. The role combines strategic leadership, technical oversight, and stakeholder coordination to deliver design from 35% to IFC while ensuring compliance with local codes and project schedules.

Key responsibilities

• Define and drive the overall civil engineering design strategy for basement parking, podium slabs, mid‑rise office blocks and structural steel canopies.
• Manage the design‑build contractor, ensuring design progression from 35 % to IFC and alignment with specifications, budget and programme.
• Lead and coordinate lead design consultants and specialist civil/geotechnical sub‑consultants, acting as the primary technical liaison to the client, Ministry of Defense and municipal authorities.
• Integrate multidisciplinary disciplines (civil, structural, geotechnical, MEP, security/defense) to eliminate clashes and bottlenecks.
• Conduct buildability, value‑engineering and quality reviews for heavy civil works, drainage, roads and structural interfaces, ensuring adherence to Saudi Building Codes and defense facility standards.
• Oversee BIM‑led civil design workflows (Civil 3D, Revit), manage change control, geospatial data integration and technical documentation.
• Supervise the site supervision team, establishing templates and processes for tracking site activities, quantities and records.

Required profile

• Bachelor’s degree in Civil Engineering or a related discipline.
• Minimum 20 years of progressive experience in civil infrastructure design and delivery, including leadership of large‑scale, high‑security projects.
• Proven track record managing design‑build contracts and multidisciplinary teams in a BIM environment.
• Strong knowledge of Saudi Building Codes, civil defense protocols and international defense facility benchmarks.
