Procurement Manager – Supply Chain & Customs

About the role

The Procurement Manager will lead Sawaco’s procurement function, ensuring timely and cost-effective acquisition of goods and services needed for operations. The role oversees the full procurement cycle, manages supplier relationships, and guarantees compliance with Saudi customs and industry regulations.

Key responsibilities

• Develop and implement procurement strategies aligned with operational and financial goals.
• Identify cost-saving opportunities and drive process improvements.
• Select, evaluate, and negotiate with suppliers on quality, price, delivery and payment terms.
• Manage the end-to-end procurement cycle from requisition to order closure, including international shipments.
• Monitor budgets, control costs, and ensure compliance with procurement policies and ethical standards.
• Lead, mentor and evaluate the procurement team while coordinating with internal departments.
• Handle customs procedures, HS codes, and use the SABER and FASAH platforms for product registration and conformity certificates.

Required profile

• 5–7 years of procurement or supply-chain experience, with at least 5 years in a managerial role.
• Background in manufacturing, water treatment, utilities, construction or similar industrial environments.
• Proven experience dealing with freight forwarders, customs brokers and Saudi customs regulations.
• Bachelor’s degree in Supply Chain Management, Business Administration or related field; Master’s degree preferred.
• Professional certifications such as CIPS or CPSM are an advantage.
• Native Arabic speaker with excellent spoken and written English.

Required skills

• Proficiency with ERP and procurement systems such as SAP or Oracle.
• Hands‑on experience with the SABER platform for product registration and conformity certificates.
• Familiarity with the FASAH platform for customs procedures.
• Knowledge of HS Codes and Saudi customs regulations.
