Construction HSE Supervisor (LOTO) – Al Jubail

About the role

We are looking for a Construction HSE Supervisor (LOTO) to join our project in Al Jubail, Saudi Arabia. Reporting to the Construction HSE Coordinator and the Site Manager, you will ensure that all field activities comply with TCM HSE policies, regulations and standards, with a focus on lockout/tagout safety.

Key responsibilities

• Conduct Job Hazard Analyses (JHA) and participate in Job Safety Analyses (JSA).
• Verify implementation of site HSE plans, procedures and any required revisions.
• Update HSE documentation throughout all construction phases.
• Monitor subcontractors to ensure compliance with HSE procedures, regulations and standards.
• Plan and execute regular HSE walk‑arounds, inspections and audits; prepare reports, action plans and follow‑up corrective actions.
• Organise and deliver HSE training sessions and site safety meetings; record minutes of meetings.
• Coordinate work permits with the client and investigate any accidents, producing corrective measures.
• Lead the site HSE committee, emergency response team and fire‑prevention team, including drills and mock exercises.
• Prepare monthly HSE progress reports, statistics and performance indicators against corporate targets.
• Propose recovery plans when performance gaps are identified.

Required profile

• University degree or diploma in Engineering or a related field.
• Proven experience in construction HSE supervision, preferably with LOTO responsibilities.
• Strong knowledge of Saudi Arabian HSE regulations and international standards.
• Ability to work on a rotation schedule of 60 days on‑site and 10 days off.
