Contracts Management Department Manager (Northern)

About the role

The Contracts Management Department Manager – Northern will establish and lead the contracts management function for large‑scale projects, ensuring full compliance with client requirements, Saudi procurement law and internal processes. The role oversees contract performance, change management, claims, payments and close‑out while providing strategic guidance on risk, negotiations and dispute resolution.

Key responsibilities

• Develop and ratify department operating structure, processes and procedures aligned with PMM standards.
• Ensure functional compliance for awarded contracts covering performance guarantees, invoicing, change management, claims, handover, defects, warranty and close‑out.
• Maintain responsibility for contract administrators across clusters and business units.
• Assess client contracts staff capability and design a knowledge‑transfer program.
• Review change requests and claims, recommending approval.
• Support other departments with contract formation, templates and commercial bid reviews.
• Monitor adherence to government and client procurement regulations.
• Oversee project close‑out processes and evaluate suspension/withdrawal requests.
• Stay informed of quality, environmental, safety and occupational health policies.

Required profile

• Bachelor’s degree in engineering from an accredited university.
• Minimum 20 years of contract management experience on large‑scale projects.
• In‑depth knowledge of Saudi Arabia procurement law.
• Proven experience in workload distribution, execution management and personnel leadership.
• Hands‑on experience with formation and administration of (sub)contracts, including pre‑qualification, bid evaluation, award, performance monitoring and dispute resolution.
