IT Governance & Enterprise PMO Director

About the role

The Director of IT Governance & Enterprise PMO will lead the design, activation and operationalisation of enterprise‑wide IT governance, the Enterprise PMO (EPMO) and project controls for a telecom organisation in Saudi Arabia. Reporting to the CIO/CTO/CDO, the role ensures alignment with business strategy, financial governance, procurement policies and Saudi regulatory requirements.

Key responsibilities

• Design and activate enterprise‑wide IT governance frameworks aligned with strategy and Saudi regulatory obligations (CST, NCA, SDAIA).
• Establish and run the Enterprise PMO, defining structures, decision rights, escalation mechanisms and executive dashboards.
• Govern the IT portfolio, prioritising projects based on business value, financial controls and benefits tracking.
• Integrate regulatory compliance into the project lifecycle, maintain audit readiness and produce required regulatory reports.
• Define and enforce IT procurement and vendor governance, overseeing RFI/RFQ/RFP processes, vendor selection, contract lifecycle management and SLA compliance.
• Act as a trusted advisor to senior leadership, facilitating governance forums, steering committees and investment boards.

Required profile

• At least 12 years of experience in IT governance, enterprise PMO, project controls or related functions, preferably in the telecom sector.
• Proven track record of managing large‑scale IT portfolios and ensuring regulatory compliance in Saudi Arabia.
• Strong understanding of financial governance, procurement policies and vendor management.
• Excellent communication skills to interact with C‑level executives and cross‑functional teams.
