Legal Advisor – Saudi National (Makkah)

About the role

We are looking for a Saudi national Legal Advisor to join SYSTRA’s team in Makkah. The role provides high‑level regulatory legal counsel to ensure that transport and urban mobility projects comply with Saudi laws, public‑sector protocols and Ministry of Transport regulations.

Key responsibilities

• Lead interpretation and application of Saudi legal and regulatory requirements across program operations.
• Monitor, analyse and communicate legislative changes affecting transport, construction and urban mobility sectors.
• Develop, review and improve policies, procedures and governance documents to align with regulatory frameworks.
• Provide authoritative legal guidance for policy customization and implementation.
• Act as the primary legal liaison with public‑sector entities and stakeholders.

Required profile

• Saudi national with at least 14 years of relevant legal experience.
• Deep knowledge of Saudi legal system, public‑sector regulations and Ministry of Transport rules.
• Proven ability to lead compliance initiatives and manage regulatory risk.
