Manager, Development Projects & Investment (PPP)

About the role

We are seeking an experienced Manager to lead the identification, development, evaluation and execution of infrastructure and investment opportunities under Public‑Private Partnership (PPP) and strategic partnership models. The role will focus on commercially viable projects in transportation, utilities, buildings and large‑scale developments, working closely with government bodies, investors and internal teams.

Key responsibilities

• Identify and assess potential PPP, investment and strategic partnership opportunities and maintain a robust pipeline.
• Conduct market studies, feasibility reviews, commercial evaluations and develop business cases for senior management.
• Lead PPP structuring from initial assessment through feasibility, tendering, negotiation and financial close, covering models such as BOT, BOO, BOOT, DBFOM and concessions.
• Perform detailed financial analysis, including CAPEX/OPEX modelling, cash‑flow projections, IRR, NPV and sensitivity testing.
• Prepare investment memoranda, business cases and coordinate with finance teams, lenders and advisors to secure funding.
• Oversee tendering and bid management activities, ensuring commercial competitiveness and compliance.

Required profile

• Minimum 8 years of experience in PPP project development, infrastructure investment or related finance roles.
• Proven track record of delivering bankable projects and managing multi‑stakeholder environments.
• Strong analytical mindset with ability to evaluate complex financial structures.
• Excellent communication and negotiation skills with government entities and private partners.
