National Talent & Compliance Lead (Saudi Arabia)

About the role

Horizontal Digital is looking for a senior KSA‑national professional to lead both compliance/visa management and Saudi national talent acquisition. You will act as the primary internal point of contact for Saudization, government relations, and the full visa lifecycle while also driving recruitment of Saudi talent to meet Nitaqat obligations.

Key responsibilities

• Manage end‑to‑end visa and iqama processes for expatriates and their families, including issuance, renewal, and cancellations.
• Oversee health‑insurance enrolments, amendments, and removals in coordination with the insurance broker.
• Track and report the company’s Saudization ratio, flagging quota risks and recommending corrective actions.
• Monitor changes to KSA labour law, MHRSD regulations, and Qiwa/Muqeem/GOSI platforms, translating them into actionable guidance.
• Lead sourcing, screening, and recruitment of Saudi national candidates, building a strong talent pipeline.
• Design and implement programs to attract, develop, and retain Saudi talent, such as university partnerships and graduate initiatives.

Required profile

• KSA national comfortable engaging with government contacts and senior leadership.
• Deep knowledge of Saudi labour law, visa/immigration processes, and Nitaqat requirements.
• Proactive, forward‑looking thinker who flags risks early.
• Strong communicator in Arabic and English, able to advise senior stakeholders.
